To be a Foster Parent involves a process, so I thought we'd leave this one to the guys at Oregon's Department of Human Services. Quite a bit of information is on their website. I like this quote from their page:
Foster parents are essential partners of the state's services to children. DHS depends on foster parents to do the day-to-day parenting for these children until they can either return safely to their own homes or until an alternate permanent plan is found.
